Mr. Beard has experience in counseling entities and individuals before California’s local, regional, and state permitting and regulatory agencies, including the California Coastal Commission, the Bay Conservation and Development Commission, the State Water Resources Control Board and Regional Water Quality Control Boards, Air Quality Management Districts, and the Department of Toxic Substances Control.
